We are using vmoption, googlebookmark, digg and yahoobookmarking for bookmarking. Ezinearticle, articlesnath etc..using for article submission.

You don't need to put it on the meta tag.
He meant, you should use <h1> to <h6> and <b> tags.

Like the name suggests, you will use some texts to "bait" readers to click your "links".
