What really matters is quality content. Especially when it is unique and fresh.
In my own view, links doesn't matter at all if you don't have any content..

Though i have seen instances where a blog ranked high with NO relevant content on page and later articles were added and it still had a high ranking. I think Google places an insane amount of importance on other factors than just on page content as it's told us. Though you should always publish quality on your site, just saying not sure that's the be all and end all of SEO, just one factor.

Content is more important then backlinks because Google need daily up gradation of the website.
