Actually, link velocity is the rate at which editorial style links are obtained rather than mass links from unrelated sites. An editorial link usually comes from a site that is related to yours. It's like a personal endorsement from that site saying your page is good. The more of these links you can get the better. The rate at which you obtain an editorial link is what is measured in link velocity. So thousands of these links obtained quickly is not as damaging as thousands of backlinks from unrelated social bookmarking sites/blogs. So in other words focus on publishing good quality content and getting others to link back to it.
