    They are good for some websites, link wheels and pyramids are better.

    Yes, link exchanges still work very well, of you can get them.

    They are better if you are doing it with high PR sites.

    Link exchange is help, if you link exchange with similar niche. It will hurt a site, when a site have too much outbound link than content. keep a site natural is key point

    The very simple reason of not accepting link exchange is that- the two websites are favoring each other and clearly telling search engines that they do not believe in gaining authority naturally.

    It is strongly discouraged by Google because it is inorganic way of link building. Excessive link exchange can lead to penalties even.

    Hi,
    I think, Link Exchange is an opportunity, you are giving to your competitor to drive away the traffic/visitor from your site. I never suggest to go with link exchange. Sometimes it improves the quality of the site too but it affects the traffic somewhere, so I prefer other link building strategies than the link exchange.

    There has been tons of threads about this, you should have search it.
    Anyway, Link exchange will still be helpful especially if you exchange links with related high PR sites.

    i think both are correct given the right application, though like a few others i do favor not doing link exchanges.

    also i have found its best if you do a link exchange with a slightly branched of niche or topic relatively related - instead of directly.

    but if your doing linkfarms or networks of websites - then by all means YES
